I have no problem with strict guidelines/rules/regs, as long as they are spelled out and reasonably clear. I've noticed the employee benefits and regs are pretty similar, though much less costly in PI.

The problem with Panama is really that the ministry of labor has no oversight. If (when) an employee complains, the ministry simply makes a "decree" and that's that. They don't even contact the employer to hear their side of a story.

Once the minister hands down the ruling, it's a done deal. You must comply; the only way to reverse or modify it is to sue in court. Of course, that can take 10 months just to get a hearing. If the ministry says you have to reinstate a fired worker, that person will be on your payroll until you go to court, no matter why that person was terminated. Assume you win the court case and the ruling is overturned. You can not get any of that payroll money back, and you can not sue the ex-employee or the ministry for legal fees, etc. You're out, period.

Not to mention the dilemma that's caused by having a crappy employee in your office for 10 months.. it hurts your teambuilding efforts and morale, etc.

About the corruption - if I were to move my ops to PI, it would be web site marketing only. No content production. Is that still a grey area in the eyes of the law?
