That guy can't wait to kill someone. He tries to get into situations where he can use his gun and claim it's self defense. I think he prays for this every evening before going to bed and thinks about it while rubbing one out.

As for the scanner... i myself used to have one purely for entertainment... yes D may have taken it another step and actually responded to what he heard... but ill bet money again that he has reacted to 0.002% of the calls hes heard and within those actual responses probably done nothing to hinder the process of the officials...
