because The will girls said they were in 6th and 7th grade. and I've been told by a worker there, that this guy came in a few times before and he just stares at little girls.

I rather prevent the crime from happening. about a few years ago a few blocks away from my house I see this black dude keep staring at these girls at Blockbuster, for few hours this guy was just there staring. I told my friend should I call police on this guy, my friend said don't do that, anyway the next day I found out that this guy had raped a 16-year-old girl later that night. If I would've had called the cops I could have prevented that.

this guy came back again to the library,

One of the workers checked his driver license, when he was getting a book, and he was born march 1982,The detective actually showed up, they said they can't do anything because he hasn't done anything.

but he just comes in and stares at little girls, while walking around the library. He does this for hours.
