it will never be legalized - too many people making money off of it being illegal.

in regards to comparing it to cigs, alcohol ....
cigs... very hard to grow the plant, very stinky, attracts weird bugs, final product is more like cigars.. and people like their 'tailor mades'. So, easy for a corp to take over and submit governmental taxes.
alcohol... not 'hard', but not 'easy' to do - and really... most people who are proud of their homebrew (beer, wine, white lightning...) are delusional - most of it really sucks. So, its easy for a corp to take over and provide a standard product and submit governmental taxes.
weed... EASY to grow, thousands of strains to choose from, it all tastes good in the end. So, NOT easy for a corp to take it over and provide a (competitive) product the consumer will be satisfied with (and submit governmental taxes).
people can't make good cigs at home so its legal/controllable, people can't make good booze (generally) so its legal/controllable, people CAN EASILY make their own good weed so its illegal/uncontrollable
hence - weed will not become legal (in most places)
