GW is simply a tool "we can all use" to make the technologies we produce have one more leg for being accepted into Countries that "do think" GW is real.

You are correct. If they said they didn't read the bill then they are admitting that they didn't do their jobs. They have entire staffs including lawyers who are supposed to provide them with a summary of what the bill contains at the very least. The patriot act is not a good comparison because it was passed before the transparency sites were created (probably as a reaction to the patriot act). Now you can track all changes to a bill from it's introduction through passage. You can look at all of the changes yourself (as I said). I know it was available because I READ IT.
