I would also add his card to the fraud database and make a note in his account explaining why

I had few of such jerks before...they were always very rude and threatend with everything possible. I always replied to them that if they think they are just going to use my site and not pay, I will call the police on them and report fraud. They were all super nice afterwars and apologized.

I recently had a guy email me 3 hours after he joined and asked for the charge be removed from his card cause he didn't make the charge and he threatened to make a police report of fraud against me if i didn't remove the charge from his card. I told her straight up to feel free to dispute the charge with their bank if they wanted but ccbill would ban their card from any future joins and never heard from them again and no chargeback came from them. My CB ratio is so low that I'm not going to be bullied into refunding.

ADG, you might try to send him an email that says that you take fraud seriously and that you will NOT being refunding him, but instead you reserve the right to speak to law enforcement to file criminal charges against him and potentially start a civil case as well. Specifically mention that you or your attorney's have logs of his activities and that your investigators may contact him or his neighbors at home or attempt to contact him at his place of employment if necessary while investigating the case. That will probably scare the shit out of him that he might potentially be embarrassed and make him back down.
