It's actually the complete opposite of being arbitrary. Arbitrary would say a girl that looks old enough or who is mature enough is ok to have sex with.

I think everyone agrees you have to draw the line some where. I would bet everyone here would say having sex with a 12 year old should land your ass in jail. However some people might say that 15 or 16 is ok in their opinion. Others might think 17 is not ok but 18 is.

Sure the girl doesn't magically mature over night on her 18th birthday. But what else do you have to go on that isn't arbitrary??? Some 15 year old girls are more mature than 25 year old girls. BUT, age is the only thing that is quantifiable and can be used on everyone. It just so happens that different states have selected different ages for consent (16,17 and 18).

In Queensland, the legal age of consent for anal intercourse is 18 (regardless of gender), while for vaginal intercourse it is 16.

Talk about Ambiguity with a lot of these laws. At least in the US the law is based on age so it is cut and dry. Interesting to see how a lot of countries have different age limits for consent for anal vs vaginal or that anal is illegal all together.
