I was a kid without parents, and while I was busy making life hell for any unfortunate soul who tried to take me in, I was secretly wishing some real parent would care enough to crack down on me.
I know kids will do things we tell them not to do (just as we all did), but it's still the job of a parent to be nosy and be on top of things and not give young/naive/stupid kids enough rope to hang themselves with.... wherever possible.
Regardless of the above, a child should not have a computer in their room with no supervision... especially a child who has already shown a tendency to abuse such a privilege. It's just common sense.
