To verify your business account this is but one of 4-5 things you need to get done...
An Attestation is a form that you must fill out and have signed by a guarantor or Commissioner of Oaths. To get the form signed, you must provide the guarantor or Commissioner of Oaths with a proof of address and a photo ID. Once signed, you must submit the form with your proof of address and photo ID.

The Attestation is an option available if you are not able to (or willing) to complete 3 of the other 5 methods ...
I think its more than fair ... if you cannot verify your account with the other methods, I would want some kind of sworn affidavit too!
Remeber they are based in Canada, and follow strict canadian banking rules and regulations ... they are not some offshore, twist the rules kind of outfit.
I verified my bank account, a mastercard, and a credit bureau identity check (no credit info is passed, this is only to verify that you are a real person/entity, and you do have an active credit profile.)
Their business verification is really rather painless, and I was finished in 4 days once the micro payments hit my bank account. (I signed up on the Friday of a long weekend, so this timeframe was actually very impressive!)
