although the usps was privitized some years ago, they still have strange rules allowing them things you'd consider violation to your rights to privacy etc
i would by example never ship porn with usps, but they are great with precious metals.
weed? the weed in the "dispensaries" must get there somehow, i doubt it is delivered by a bunch of guidos..
but the entire california medical weed thing is just wacky.. i mean if the card you got is from a real doctor, wouldnt you have to go to a real pharmacy to get it filled?

each dispensary uses their own local growers, who indeed deliver the weed. if they don't, they grow it on premises, out back, like a couple dispensaries i've been to.
