In the cases of Sterling and your hypothetical, we're talking about the disparaging of an entire race. Shaq mocked an individual, and retracted the offending tweet in addition to reaching out to him to apologize. I do not see how they are even remotely comparable.

I understand why they banned Sterling. I don't understand why they never gave Shaq the same treatment. Well I do, but I'm saying there's not a compelling reason he shouldn't have received the same treatment. He is partial owner of an NBA team.
