I don't believe the President is supposed to salute.

Someone please correct me if I am wrong, but the only people who should salute anything is people in the military. Furthermore, they only salute if they are in uniform and even then only if they are wearing their cover - Meaning if they are inside and not wearing their cover (hat) they do salute.

His first review of the troops is supposed to be no salute, hand on heart.
