The pics don't look illegal, but since it says "part 1", I'm pretty sure it's part of a series that will make a turn for the worse. Definitely stuff that should be reported.

If you're not sure if it's illegal or not, just report it... If it says "part 1", it may lead to cp in the next set... who knows. You should report it IMO.

Kissing is not sexually explicit. Nor is it obscene, and considering they seem to be fully clothed, it's not pornographic.

If it's linked from an adult site, I'd say it's pushing cp.
Obviously, if this was some family's flickr gallery and not linked from an adult site, it might be acceptable.

The last I heard, pornography involves sexual organs. Kissing does not.

It may not be in the best taste, but kids kissing is not pornography.

This is *NOT* the case when it comes to minors. Not in the US, anyway. A recent court decision determined that fully clothed pictures of minors, showing neither genitals, breasts, simulated sex or whatever, may still be illegal.

Ehm, it's a drawing. If it were a real photograph, however, it could indeed be illegal, if it was determined that the subject was underage and that the picture implied something to do with sex.

Basically, it's all up to the court... no clear rules. A bit like obscenity laws.
