if visa is enforcing this, then people will move to a token type credit system where they spend $ at an account at one site and then use the funds to buy the membership on another site..

(both options however would hurt conversion ratios)

Contact any 3rd Party billing rep(Paycom/CCBill), you can already see that anyone with a major "sleep" site has quickly switched to a localized/aggregate biller, that will only be a temp option for them.
