Because the way of fighting has changed radically. No more enemy forces standing in front of you on a battlefield. No more weapons pointed at each other. Nowadays, the potential enemy is everywhere and nowhere (so-called terrorism). That's why armies must change their strategies to deal with it. But they reinforce their weapons and increase the number of solders instead. What for? world has changed, it doesn't work any more.
