IMHO it's for trading scripts that can't correctly handle the complex URL's correctly (the ones with additional parameters site URL, affiliate code etc).
You can't use these links with out.php, e.g.:
domain.com/out.php?url=http://refer.ccbill.com/cgi-bin/clicks.cgi?CA=900996-0006&PA=123456&HTML=http://galleries.adele-stevens.com/1/ - this won't work.
