damn, it couldn't be any more simple
epoch stats programs have an option to pay on its own (not via epoch), so they just get payment from epoch and then decide how to pay their webmasters. i'm saying that webmasters should know which epoch stats programs are paying via epoch (so there's a merged check for all epoch paying programs promoted by webmaster) AND WHICH ARE PAYING ON ITS OWN.
