I can speak for Quebec : the tenant must declare that he is going to use the premises as an office.
He cannot use more then 33% as office space , and he must not have an '' open '' office, where anybody walks in from the street ( type: add in the window for 3 TB hard-drives for 69.00- come in... ) .
You cannot either create excessive traffic ( deliveries .. ) and you must be in an area where the zoning allows it .
As a landlord, when there is an office, I request a special insurrance policy from the tenant as coverage and I must advise my insurrance company of the situation.
That is the '' law '' , but ....
