To put it simpler for you - quality citizens (those that think that each individual should get what he earns/deserves) votes right, not quality citizens (those who think government should rip off rich and "redistribute to lazies) votes left.
Romney needs more quality citizens and less welfare or lazy types.
So the question is - during those 4 years, did the US economy become better or worse? If better - that means more quality citizens, more voters for Romney and 47% shrinks. If worse - means more welfare and lazy types, less voter for Romney and 47% grows.
