Maybe its a provision that Epoch put into the agreement? If Epoch is going to assume the risk, they might tell Paypal they cannot make the same or similar deal with any other billing providers.
If you think about it, it's a big win for Paypal. They can to enjoy the revenues from adult businesses while keeping adult at arms-length too. In this deal, Paypal may have no risk at all. So signing an exclusive deal with Epoch would make sense with them.
I'm also guessing there's a time-limit on the agreement. Maybe after a few years, the agreement expires and then Paypal would be free to explore the possibility with other providers too.
Still - great deal for everyone. I'm impressed.
