Microsoft's next-generation Web browser will see a release candidate "early next year," and it will include a unique, just announced privacy protection called Tracking Protection. The feature will give users control over which sites can send and receive data from their browser, which might arouse the ire of some Web marketing operations that use browser tracking as part of their business model....

yeah, affiliate programs should not be relying exclusively on cookies in the first place or the ref code being carried from page to page in the URL. The initial hit should be logged and then when a user joins the site the site should see if there is a match in the database for the same user.

If the user doesn't supply an IP address then I don't think they can't
even get sent the webpage.

ya really. the paranoid OP obviously doesn't know how affiliate tracking works. CCBill offers several ways to track - configurable in the affiliate program setup. IP is default.
