Scan something into say a TIF or JPG image. Then convert that into a PDF using Adobe Acrobat. Open the resulting PDF in Illustrator, and there's layers all over the place.

The name of the Hospital also seems to be suspect at this point. It appears to match the post 1978 merger rather than what it would have been in 1961.
