It depends on how complex the design is. Most of the designers will do the construction, while they won't do the details, e.g. Complete custom image set - as there are literally bunch of images in a default vBulletin style.
Also, you need it to work in all browsers? Which vBulletin version?, etc. If it's vB4, it will be quite costy project.
