you probably buy a wifi billing package, turn your laptop into an internet cafe and then hang out at railway stations and airport lounges skimming peoples credit cards who buy internet access via your wifi and dongle. damn scammers

Its just a guess - They are not native English speakers and mobile billing has been translated badly into 'Wi-Fi'.
