If you want to make a simple gif with a few rotating images, then picasion.com will work fine...

I know this eastern piece of software .. it has the most minimal requirements .. it's called Madko ...you just send an email with your request..push SEND .. and you get the work done .. and is 10-15 times cheaper than photoshop.
