The Federal Communications Commission (FCC) on Tuesday voted unanimously to approve rules implementing legislation that makes it illegal for advertisers to pump up the volume during television commercial breaks.

The law, called the Commercial Advertisement Loudness Mitigation (CALM) Act, aims to answer the complaints of Americans who have for years protested that commercials are too loud.

"The Federal Communications Commission (FCC) today took a major step toward eliminating one of the most persistent problems of the television age - loud commercials," the FCC said in a statement following the passage of the CALM rules. "Congress gave the Commission, for the first time, authority to address the problem of excessive commercial loudness."

The legislation, which is slated to go into effect on December 13, 2012, dictates that cable providers be responsible for the volume of the advertisements they run, both locally and nationally.

I think TNT is the only channel I've had a problem with. The normal volume seems to always be low and then the commercials are twice as loud.

I keep the remote by my side to mute the TV for the ads. fucking annoying annd would put me off buying. If I had any money to buy anything. LOL

I heard about this same law being legislated in Canada last year. It's definitely about time the US stations did it as well.

Now if we can only get them to get rid of the news/weather tickers at the bottom of the screen during the show. And while we're at it the censorship is way out of control on US stations too, not to mention commercial break lengths. 6 minutes is too long. And they bleep out the word "ass"? I refuse to watch AMC, TBS, and SPIKE for those reasons, to name a few.

I'm not surprised even a little that there are some stations out there flouting this law. Case in point: I'm on the "do not call" list for my phone #, have been for about three or four years now. Yet I still get calls from phone spammers and the odd telemarketer.

These kinds of law flouters need to be tracked down and choked to unconciousness. Like Homer does to Bart.

You know, that has become annoying. Great, screen size has increased, and I see what they are doing - "oh, we have more advertising space now and that's more revenue". Fuck off. While I'm watching my tv program I don't want to see an animated advertisement for another TV show on your fucking network. Fuck off.

You guys don't even know how good you have it. Watch cable in a Latin American country for a couple hours, the volume differences are unreal. Way worse than the states ever was.

My television has a compressor built into it. Any station that tries to "pump up the volume" gets compressed. Right down to an innocuous whisper.

These ?streamlined financial hardship waiver requests? are publicly available in the CALM Act proceeding?s docket, MB Docket No. 11-93, through the Commission?s Electronic Comment Filing System (?ECFS?) using the Internet by accessing the ECFS: http://www.fcc.gov/cgb/ecfs/. Generally, these waivers apply to small cable systems or small TV stations, often in smaller TV markets.

they had something in place before, limiting the decibels you could increase during a commercial.

My home receiver lowers the volume automatically, so it's not that big of a deal, but on other TVs it's annoying.
