Again, you are very young or are deep in denial. Women used to have to have a gynecological exam. My wife did as well. I am familiar with the process as it was at the time. Again... not secret stuff. You can ask anyone around you thats over the age of 30. No sense in calling me a liar over what are easily verifiable facts. There is nothing in the US but eye test.

The very reason so many buy licenses in Russia (or used to anyway) is because its such a fucking pain in the ass.

Ah... i just remembered something else - speaking of gynocological exams. You used to have to have one to go to public swimming pools as well. We lived next to one in St Petersburg and my wife went there often. She had to carry that paper with her and show it when she went.

How does it relate to the "KGB license for mobile phones"? Medical tests are mandatory. Don't see any problem with that.

our government as actually taken action regarding this and has introduced 6 new bills to be signed into law. that's 6 bills in 3 weeks, the congress has introduced 12 bills total in 2013 prior to these 6.

Really; you think it is okay for the government to mandate medical treatment to the point that they might withhold your driver's license if you don't take state mandated medical procedures? What if you don't drive, do you get jail time instead?

Nope. I'm too old for that because I know how the Russian medicine works. This is a so-called formal exam which reminds from the USSR times. That means nobody cares about it (narcological/psychotherapeutic and ophthalmologist exams is another deal), so a woman don't need to pass it at all. The only thing she needs is to visit any hynecologists and put a stamp. The same applies to surgeon etc. Such an "exam" never takes more than 20 seconds. This is why a line always allow those to skip the queue.

Cell phones came about faster than the federal laws came into place in Russia. Since you seem to be about 12 years old... let me clue you in on how things went down. In an afternoon, the Soviet Union fell apart. The entire legal system was basically negated as almost anything and everything required licenses and permits, permissions, paying fees to etc ... of Soviet organizations that no longer existed.

Through almost all of the 90s - the entire legal system in Russia was being built. It took over a decade.

Intially, the law defined cell phones as being whatever and had guidelines for the possession and operation of a phone as the device was defined by law. So when you went to a phone company to get a phone, part of the process was you had to get that license. I think the first phone i got there was in 96. I remember the issue was debated for quite a few years before it was changed. You can easily ask someone who had a cell phone in this time about those permits. I had one. Everyone had one.

And you had to have it with you if you had the phone with you.

I didn't get what you mean. I know that the one who has a problem with drugs/alcohol may not pass the medical exams and his/her license will be revoked. Do you think that's unfair or what?

A public swimming pool? Yes, you have to have it. Furthermore you have to pass the foot fungus exams too. I don't know about you, but I wouldn't want to swim in the same water and walk the same wet floor with someone who has syphilis or foot fungus. Perhaps I'm not so extreme like you however

I dont think this stuff is wrong or bad. I agree with it. The gyno exam for getting a drivers license seemed pretty weird and invasive. As with many countries, i used to have to get an AIDs test for long term Visas for Russia. I never once had a problem with it.
