remotely possible in windows spec in xp which very old now, but the whole idea not very common bc a snoop would just infect the system by malicious tool to spy and have permissions than changing this keys! it could happens but maybe he used bad cd or someone around trying to fuck with him

Depending on the OS, just put in the install disk and run PW recovery.
Or if not, there are some tools to do it like a bootable disk to edit the registry, crack the pw, etc. but sometimes 3rd party security prevents that.
