as i understand it, cap & trade is supposed to cap oil corps' carbon output and if they go over that, they trade to get more credits from other corps who sell their unused credits.

so what's the tax at the pump for?

It's pretty simple.

California's cap & trade policy will now be applied to fuel suppliers starting 2015

In turn, those fuel suppliers will presumably pass the extra costs to consumers.

That extra cost is referred to as a "cap & trade tax", even though it is technically not a direct tax imposed on consumers by the government.

I love the train too, when I was in third grade there was still passenger service in the valley and my cub scout den took the train up there to Roeding Park for the day, I was on a multi-level car with the bubble-top, it was the 1960's and it was pretty awesome.

Plus they may bulldoze my little sister's house in the same area, my father and I moved that house from one of the ranches to save it and had my uncle completely rebuild it and she's lived in it for over 25 years, we can't even get any answers from the state about that.

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants

I have a different experience with the Amtrak line in the CA Central Valley. I have taken it multiple times. Ridership always seems healthy, and during the summer it is PACKED. The only times I can have my choice of seats is if I take the 6am train out of Sacramento.

Plus, once they connect the Central Valley to So Cal region, I think the ridership will increase even more. Right now the Amtrak line ends in Bakersfield which doesn't make for a convenient trip to points further south.

Those people who are having their land taken from them...they are compensated fair market value. That's emminent domain, every land owner knows the possibility of that happening when they purchase land.

Take the Coast Starlight , it stops in Sacramento and goes all the way down the coast to LA. Go first class and get a cabin the service is really good

No, it's not pretty simple.

The point of CAP & trade is to penalize oil corps with a carbon CAP. If they max their cap, they PAY to trade for other's points. that has absolutely nothing to do with a tax. It's supposed to be an attempt to get carbon producing oil corps to go green, if they don't, they get penalized.

You think it's OK to pass that penalty on to drivers, well that's bullshit.

From what I recall it's because they forced the petroleum companies that do business in California to purchase carbon credits for the damage that fuels do to the environment. Now the drivers of cars have to absorb it because the petroleum companies are passing that cost on to the gas stations, and in turn drivers in California. Jerry Brown is a fucking idiot.

I guess you still do not understand that the "cap & trade tax" is not a real tax, rather it is an expense that the fuel providers will pass onto consumers. People who use the term "cap & trade tax" are using the word "tax" in a colloquial manner.

And who said I think it is "ok to pass that penalty on to drivers"? I just said that is what the fuel providers will do. I did not say it was "ok".
