There have been a few discussions on this topic of late where people are interested in learning more and need someone to help them get started. I stumbled across this thread where a guy on a mailer forum offering to provide you a solid starting point with platform. If interested, contact him direct.

I'd like to put together a package for the low budget or new-to-casual person looking to break into email:

-This setup will allow you to mail to your data list(s) with no restrictions or rate limitations.
-Technical support available 24/7 via Skype - so all you need to worry about is mailing.
-You will receive login credentials for web based interface, and be taught how to use everything.

The mailing software will be installed on a dedicated server with 5 IP addresses by default, more IP addresses can be allocated at an additional cost.

One time license/setup fee (per server): $750.00
Recurring monthly cost (for server expense & tech support): $500.00

There is a lot of interest from affiliates looking for new opportunities since the adult revenue stream is up and down making it harder to make a living doing that alone. In my opinion, any experienced affiliate could go over into mainstream and make a better return for the same time invested. Obviously there is a cost for a platform and such, but I think it's worth those struggling guys checking out.

This may not be this option for those looking to send a newsletter once a month with a promo, but there are other alternatives on that forum for platforms, training, offers, ad networks and alike. You can ask around. People have contacted me here and on XBIZ looking for something like this. I figured throwing up in the main section for those interested to go read up on themselves would be helpful. The rest is up to them to do their diligence. It's at least a starting point for those looking for something like this.
