Contrary to idiots in the media (i.e. CNN) who never let facts get in the way of a good story - Niagara Falls is NOT - I repeat NOT - frozen solid.

It is still flowing.

In fact - only the American falls partially freezes at the base. The Canadian horseshoe falls does not freeze at all.
