I don't think its a box - isn't it a part of a fence or a gate? The handle suggests that it would be very heavy so there's not enough room in the box to carry something so heavy that would warrant the giant steel handle.

So my guess is that this is part of a heavy fence or a gate. The little trap door might be a part of a locking mechanism, or maybe concealed the locking mechanism on the inside.

It's not mine so as far as charring goes, it does appear that it may be or maybe just stained from something it contained.

You're partially correct Mark.
Its actually Al Gores Social Security Lock Box.

When Al Gore was running for President in 2000, one of the linchpins of his campaign was that he would take the entitlement trust funds and put them in a "lock box," thus preventing Congress from raiding the funds to pay for its pet projects at the expense of future generations.

"I will keep [Social Security] in a lockbox. The interest savings, I would put right back into it. That extends the life for 55 years. I am opposed to a plan that diverts 1 out of every 6 dollars away from the Trust Fund. It would go bankrupt within this generation."
