Puberty starts at 9, those are young women.

Sex and sexual displays are normal healthy and common in all cultures.

That's correct, but according to the local news, the investigative committee is gonna apply article 135 ("sexual abuse towards 16- persons"). I also don't understand how a dance (even a disgusting one) could be considered as a sexual abuse. On the other hand, they simply have no appropriate law to use in this situation. There is a big scandal around that video and the investigators just want to simulate some activity. Course nobody will be imprisoned etc, but they have to pretend they are doing something.

Puberty doesn't start on average at 9, come on.. And it is just puberty.. fully functional women isn't equal to age when puberty starts.

Girls showing their asses to somewhat own age boys = fine, but when it is public spectacle, it is kinda different thing.

I am not even going to get started with that "in all cultures". For example Allah doesn't ring any bells?

Quite big deviation you have in there. As we are talking about group of girls (like those dancers), some average or median is better number.
