Windows is proprietary code, how can you write a program that guarantees disabling all privacy services. How can you know which is what and doing what and sending what. And this is coming from a Microsoft partner.
To me it just gives you a false sense of security.

Because they are services and simply need to be turned on or off. The functions are already available in windows to do this manually but I guess they have packaged it into an automated tool.

all you people worried about windows 10, but have no problem using a smart phone, and facebook... I bet Microsoft doesn't collect anything compared to google, apple and crapbook

It just comes down to blocking traffic on your computer, if you have a program like little snitch on a mac you do a lot with that.
