I dont really remember the characters or the storyline, but I do remember the title frame at the top of the page in the comic...

IIRC, It was at night, with a streetlight casting shadows that spelt out the name... A quite 'scary' image to me then for some reason

No, male but (clue here) his sister did team up with him for a large part of the strip's lifeline.
It's strange but i've always remembered the title image too and like you said, it was very dark for the source content.

Billy the Cat wasn't very popular, so they tried out Katie the Cat, which was basically the same character, only with boobs. Some people believe Katie the Cat was an inspiration for Catwoman and some vehemently disagree.
