Wanting to Launch a Spy Satellite - Need Some Help.

Ok, I am looking to launch a satellite that will spy back on Earth at some point during 2016.
The idea is still in the development stages at the moment but I am needing some help.

First of all I am going to need a good camera with a good zoom. It's going to need to see a car from the edge of space (About 62 miles). You can get some pretty good telescopes with which you can see the moon for under $100 so I was thinking I could maybe just convert one of those unless they make really powerful cameras / videos.
Secondly I am going to need some form of rocket.
A firework won't cut it but I have heard about people building these things in their back yard for a couple hundred bucks. I think you can buy kits from Maplin.
So I was going to connect the camera to the rocket and add some software to control it somehow.

As I say, the idea is still in the development stages so it needs a lot of thought but if people are interested in crowdfunding the project I can share the stream.

Why reinvent the wheel when you can just buy the information, same place as Google?

Some images are so sharp you can see a road side mailbox. My house you can see all the junk my GF has on the back deck.

Nobody has built a rocket that will reach escape velocity for a couple of hundred bucks.

Even the most expensive hobby rockets have only reached thousands of feet and never close to reaching escape velocity speed
