By 1941 Britain was out of cash and now at war with Germany, begging America for help, Congress passed the Lend Lease Act which allowed the US to sell whatever and loan money. The world was descending into complete chaos, the American people still wanted no part of another European war as far as direct military involvement. Of course that ended when Japan attacked Pearl Harbor.
