The US Constitution doesn't require EC electors to vote for any specific person...they can vote for the winner of their state, or someone else.

There are some states that have fines for those that vote against the wishes of the people, but my understanding is that the fines are pretty small and they have never actually been handed out to anyone.

Electoral map is Red in farmland USA where I can't drive for 5 minutes off the expressway without seeing a pro-gun sign in a farmers field. Generally speaking they should vote according to the wishes of the people of their state. There is no requirement to do so. It is rare for them to do this, however.
