Maybe, near 1,000 civilians in Iraq and Syria have been killed during US led airstrikes -- 100% of them during operations intended to neutralize ISIS positions. 10's of thousands of civilians have died in Syrian and Russian airstrikes with some being indiscriminate, without following international law not to intentionally target areas that are civilian or dual use like hospitals.

Assad and Putin are not putting stopping and eliminating ISIS as a priority -- any idiot can see that. Assad wants the control back of Syria and Putin wants Russia's military bases on the Mediterranean secure. ISIS and the Syrians in revolt are in the way of those goals. The Iranians want a staging ground against the Zionist enemies.

The U.S. policy is to try to avoid targeting "civilians" but there is often, if not always, "collertal" damage in any conflict when HE's are used or even Small Arms. The U.S. admittedly will target "civilians" when it feels that is an acceptable military option. Many of the enemy fighters of this day are in fact civilians and in addition fighters cannot exist, be they civilian fighters or uniformed fighters without civillians. It is civilians that provide them with everything from shit paper to bombs as well as food and shelter. "All is fair in love and war".

Closing the border of Syria and allowing the neighboring countries to host any refuges as they see fit.
