For only 6$ a year you can get shared Cpanel hosting from HostBlast ! I used them in the last 5 years without any trouble for a small site!
If you want to spend some little more(2,24/mo) then you can go with HawkHost they are really the best deal !

hawkhost sites are not responding at times 1-3 minutes periods and server had ddos in my first 6 months ,you get what you pay for but the service is cheap 4.99 usd and help desk is ok.

My network is spread over lots of hosts. For a cheap shared plan I can recommend Hawkhost (check my sig) or Hostwinds.
