That was 100 years ago and, as every yahoo on Twitter has seen fit to tell me in the past 24 hours, Things were different back then! No welfare state! Those countries were part of the "West," which is best!

I've seen this in Southern California - in fact, also up here in Sacramento. To the right of this trail in the video is a canal similar to where they raced Greased Lightening in movie Grease. Homeless people congregate in these areas because it's a public space and no one will kick them out (unlike a private business) and it's close to a stream of water which they use for washing, bathing, and a bathroom.

We have a similar problem along the California River here in Sacramento. Fifty mile long bike path, but you have to deal with the homeless in some areas closer to Sacramento.
