The EU's new copyright proposal

EU Copyright Proposal. I have not studied this issue in detail, but the ramifications of this seem pretty severe. Charging people a fee for linking to a news story like I did here seems ridiculous. Does anyone know if this article is accurately describing what the EU is considering with this proposal?

While I understand the need to reform copyright law to give the rights holders more protection, I think that, if true, this goes too far the other way. I wonder how much the big content companies are spending to make this go through? The article does not discuss this, but I am wondering if the EU will also try to make companies filter out adult content as well?

The discussion below the article is quite an interesting one.

I am afraid this can easily play in the hands of the big cartel and solidify their monopoly on content and information.

Aka no fair use at all (ex. You play a couple seconds from a movie as a part of a movie review, or replay a moment from someone's speech as evidence etc.)

Let's not forget it was 'fair' (and also 'unfair') use that made platforms like YT big in the first place. Surely it appears there may be a political motivation to this (to censor internet a little bit more while big business plays ball).
