The 2d WTF Summit Russia 2019 will be held in Sochi this summer.

It's risky to hold such forums in Russia. Sex workers are not protected there. All those webcam models could get forced to serve local police officers right during the the forum.

Well howmuch i know webcam events, they are mostly attended by webcam models, not by webcam operators/affilaites/etc, so in this case there will probably mostly russian web cam girls and it's easier for them to go to Moscow, without bothering with visa.
