how can a paypal holder gets scammed ? i dont get it.

Not if you send friends and family (no protection)... don't ever do that to someone you don't know. There is no recourse... luckily my credit card company (primary payment option in paypal) is nice and issued the majority of the amount back to me to be kind.

Btw, I find it almost impossible buy Bitcoin with webmoney/paxum/epay/paypal/etc, it's as if either A.) nobody wants to sell their BTC, (it's obviously undervalued) or B.) webmoney/paxum/epay/paypal/etc seem like a "lesser form of money" (or all fiat as a whole?)

I dont need ID, but that is usually such requirement when sending paypal or paying with CC.

Webmoney - mostly used by Russians
Paxum - risky to do any exchanges
Epay- also used mostly by Russians
Paypal - huge risk to receive it , as it can be easily reversed
