Domain A, owned by webmaster 1, links to Domain C owned by webmaster 2, and Domain D, owned by webmaster 2, links to domain B owned by webmaster 1.

This is usually done when we want better relevant backlinks.

I think a few have bots (or lots of time) to shoot endless requests and offering only traffic-less footer linkfarms on dead tubes in return

Most of the time you are right, but I have to disagree with you this time. These links are good for link diversity, you just need to be careful with anchor texts.
