It's my understanding that there are three issues:
- the ghettos/barrios in Brazil have several gangs in control - police are known to act with immunity killing people at will - general distrust of the police

It got really bad there last few years. Lots of drugs, homeless people. Even in nicer areas of the city which used to be very clean. I can't say for Rio but Sao Paulo became a shit hole. Even in Japanese area we saw lots of people passed out on the street, needles everywhere, guy taking a shit at a bus stop. Nasty. Hopefully new president will straighten shit out.

My 2 cents about Brazil, I recommend this Documentary available on Netflix
"The edge of democracy" https://en.wikipedia.org/wiki/The_Edge_of_Democracy I discovered a lot about Brazil's recent (and immediate) history, and it explains a lot. I checked the facts related in the documentary and apparently they're accurate. enjoy ;)
