I need to find a business that does this
A click farm in China where low paid workers are used to inflate video views and trick advertisers to believe that their ads are running successfully.
 Hire one of those businesses and it's an easy way to make a buck

I am sure a lot of companies use these. And some places like FB and Google just straight up lie about your clicks. This is why the conversion rates are always so fucked with those companies.
