Site and Forums dedicated to Hacks and Data Breaches?

For those of you that follow the constant news regarding the latest data breaches, hacks, and even stolen data for sale, what are the sites and forums that feature the latest information?

The primary language of the site is not important. So it could be English, Russian, Ukrainian, French, ____________, etc.

What is important, is that site is active, and either the authors or members are contributing frequently to it, so it's the place with the freshest set of news and information.

Any sites where the hackers come to chat, about what sites they are attempting to breach, or where members post challenges and ultimately brag (boast) about their recent accomplishments? I'm looking to get as close to the sources as possible.

To me, the best sources are both the hackers and also the security engineers (like thieves and the police).

Apologies not needed. Another little project came along. Going to see if it's worthwhile to get involved. If the information is fresh enough and not recycled already too many times, it may be.

Hi Elliso, invitation by fellow member, understood.
Can you explain the "paid in advance" ? Do you mean to write that the forum(s) have a annual fee posted on the site, which must be paid, in order to be approved and gain access to the forum itself?
