California Fires Solution?
Why not send weather balloons up in the sky to blanket fire hot spot typical forest areas.. So as soon as it detects fire, it notifies authorities.
cost, lets say detectors cost 10 million a day x 4 months MAX = 400 million (during summer season) cost VS 10 billion average in cost + indirect laggard costs.. |

Mostly because you cannot man a balloon twenty-four hours a day.
They have fire look out stations. People live in them for weeks or months at a time. When they spot a fire they plot the location and then call it in.
