It depends on what you plan to use the .cc for.
If it is a main site, such as a membership site, then personally always go for a .com. If its a blog or something less important then, a .cc is fine. However personally I would go .com all the time. However if you see a domain you like, buy it, and if you end up not using it, you can drop it or just use it as a wl.

Why not register it and take offers while having some niche-relevant ads/links on the page? At worst, if you get no offers or signups in a year, you spent $3.99 on the answer to your original question. ;)
